Abstract This study tries to explain the legal nature and the financial independency of the public sector universities, the question of considering it as a Public institution or as an official Public institution, its financial independence and its funding, to explore the financial policies in the higher education field, in particularly, the National Agenda and its reflections over the trends of governmental entities supervising higher education in Jordan, The conformity among these trends , The conformity between these trends and the cabinet circulated notes related to the state budget and the governmental funding . So the main references for this study are universities-related legislation, Official Interpretation Decisions and Official records, therefore, the researchers will try to analyze and bring to light the legal nature and the financial independency of these institutions.
