The research focuses on the historical center of Al Mafraq City in order to highlight its most important archaeological and historical features with historical, social and economic significance. It also aims to develop a strategy for an integrated project including preservation, development and the use of its components to become a sustainable urban center and a tourist attraction for local and international tourism. It therefore forms a main axis for city center development project. This research adopted descriptive and exploratory research methodology to access and analyze information. It concluded with the need to adopt a framework consists of conservation and development policies for archaeological and heritage sites that confirm the identity of place and the social values, which accords with the city characteristics in general
