Instructions from the Language Center at Al al-Bayt University

 

Issued pursuant to Article No. (8) of the System of Scientific Centers at Al al-Bayt University No. (70) of 1998 AD

 

Article (1): These instructions shall be called the instructions of the Language Center at Al al-Bayt University and shall be effective from the date of their issuance.

Article (2): The following words, wherever they appear in these instructions, will have the meanings assigned to them below unless the context indicates otherwise:

Center Manager

Article (3): The center is considered one of the university’s departments and is affiliated with the president or his representative academically and administratively.

Article (4): The Center aims to achieve the following tasks:

Teaching university language requirements.
Teaching languages that the university does not offer as a major or supporting specialty.
Preparing and teaching Arabic language programs for non-native speakers.
Preparing and implementing level and proficiency exams in the Arabic language for non-native speakers.
Preparing, designing and implementing the necessary programs in the Arabic language for students from non-Arabic speaking countries who wish to attend regular classes at the university.
Preparing and implementing level examinations in languages that fall within the center’s jurisdiction at the request of the university’s colleges, institutes, and centers.
Preparing and implementing English language level exams for students admitted to the university to determine which subjects they must enroll in as part of the university’s English language requirements.
Preparing and implementing differentiation and proficiency exams for graduate students at the university in Arabic and English in coordination with the departments.
Preparing materials in teaching the Arabic and English languages for postgraduate students who have not passed proficiency exams and teaching them in cooperation with the relevant departments.
Contributing to teaching language courses organized by the Consulting Center and falling within the center’s jurisdiction.
Managing language laboratories, teaching and learning resources, and the specialized units that fall within the center’s jurisdiction (the language laboratory, the video room, Dar Al-Alsun, the British Unit... and any resources that may arise within the center).
Conducting research and studies in the field of the center’s specializations in order to improve performance, achievement, and analysis of language programs and curricula, in cooperation with the relevant departments.
Article (5): In order to achieve the objectives stipulated in Article (4) of these instructions, the following specialized divisions shall be established in the center, by decision of the President and after seeking the opinion of the Council of Deans:

University Linguistic Requirements Division: It is responsible for teaching all the university’s linguistic requirements and conducting examinations for them.
Arabic Language for Non-Native Speakers Division: It is responsible for teaching Arabic language programs for non-native speakers and conducting relevant examinations (level and proficiency).
Laboratories and Learning Resources Division: It supervises the management of the linguistic laboratories, all learning resources, and the specialized units in the center, maintains their assets, and coordinates their programs in cooperation with the other divisions and the center’s management.
Divisions in centers may be created or abolished by a decision of the President based on the recommendation of the Council of Deans.
Article (6): A coordinator shall be appointed for each division of the Center from among its employees by decision of the president based on the director’s recommendation for a renewable academic year. He shall be responsible for the proper conduct of work in the division in coordination with the director.

Article (7): The Division shall have a council called (the Division Council), which shall be composed of those in charge of teaching affairs there who are dedicated to the work of the Center. This Council shall be concerned with the academic affairs of the Division.

Article (8): The Center grants students enrolled in the Department of Arabic Language to Non-Native Speakers special certificates describing the nature and level of the achievement achieved by the student, and the Center approves them provided that this certificate does not conflict with the university’s certificate-granting systems.

Article (9): The Center has a director who is appointed by decision of the President for a period of two years, subject to renewal. The director is responsible for managing the affairs of the center in a way that ensures the proper functioning of it in accordance with the university’s law, regulations and instructions, and in accordance with the system of scientific centers at the university and the center’s instructions.

The director's duties include the following:

Implementing Council decisions.
Implementing the center's programs.
Managing the center’s administrative and financial affairs within the limits of the provisions of the university’s laws and legislation.
Preparing a report at the end of each year and submitting it to the Council on the Center’s work, achievements, activities, and any suggestions for developing the work at the Center.
Any other powers and duties assigned to him by the President.
Article (10): The Assistant Director is appointed by decision of the President based on the recommendation of the Director.

Article (11): The Center shall have a council called (Language Center Council) and it shall consist of the President or his representative and a membership of (8) members at most, appointed by the President after seeking the opinion of the Council of Deans for a period of one year, subject to renewal ([1]).

Article (12): The Council shall undertake the following tasks:

Approving the center’s programs within its established competencies.
Recommending to the Council of Deans the establishment of new programs, units, or divisions that are compatible with the center’s tasks and programs and in line with the regulations and instructions in force at the university.
Recommending the appointment of teaching staff at the center.
Approving the annual report and submitting it to the president.
Article (13): Taking into account the provisions contained in the Al al-Bayt University Law, the Council exercises the powers of the College Council and the Department Council in everything related to the center’s affairs, work, and appointments.

Article (14): Teaching at the center shall be undertaken by:

Lecturers and assistant teachers (who hold a doctorate, master’s, or bachelor’s degree) appointed to the center.
Faculty members at the university who are assigned to teach from other departments for this purpose.
Part-time lecturers are appointed as needed and by decision of the president based on the director’s recommendation.
Article (15): The appointment of administrative staff at the center shall be in accordance with the university’s personnel system.
